Benin’s Minister of Sports, Benoît Dato, outlined the key sporting goals for 2025 during his presentation of the ministry’s budget to the National Assembly. This was part of the broader Government Action Program (PAG) for 2021-2026, highlighting both the progress made in 2024 and the strategic focus for the year ahead. With a clear vision for growth, the country plans to build on its successes while accelerating the modernization of its football infrastructure and programs.
Progress Made in 2024
In 2024, the Ministry of Sports successfully managed a budget of 40.8 billion FCFA, achieving a commendable 94.26% execution rate on a commitment basis.
Noteworthy accomplishments include the launch of a dedicated academy for women’s football, the expansion of sports classes across the nation, and a historic qualification for the 2025 Africa Cup of Nations (AFCON) in Morocco.
Internationally, Benin also garnered recognition with a second-place finish in Kids Athletics and a respectable showing at the 2024 Gymnasiades.
Strategic Focus for 2025
For 2025, the ministry’s budget has been reduced to 31.8 billion FCFA, reflecting a 22% decrease, which Dato explained is part of a strategy for better optimization.
Despite the budgetary cut, the government remains committed to four primary areas of investment:
- Modernization of Sports Infrastructure
Significant plans are underway to upgrade sports facilities, including the construction of a new modern stadium in Parakou and renovations to major venues like the René Pleven and Amitié stadiums.
- Additionally, the government aims to implement community-focused initiatives, such as building mini-pitches in schools and establishing a sports complex at UNAFRICA.
- Strengthening School Sports
The government is focused on expanding sports programs within schools, including the widespread introduction of sports classes and the promotion of the Kids Athletics program for younger athletes.
- Inter-departmental sports competitions will be organized, while educational projects combining sport and training will also be prioritized.
- Support for National and International Competitions
Preparation for upcoming international competitions, including the 2025 AFCON and the 2026 World Cup qualifiers, remains a priority.
- The government has committed to providing both logistical and financial backing for sports federations and national teams.
- Social Inclusion and Leisure Development
Benin is dedicated to ensuring sport is accessible to all, with a focus on social inclusion and leisure activities.
- Promoting sport for people with disabilities and expanding healthy recreational opportunities will be central to this agenda, encouraging widespread participation in sports across the population.
With these strategic initiatives, the Beninese government aims to establish sport, particularly football, as a cornerstone of national development.
By improving infrastructure, supporting young athletes, and promoting inclusivity, Benin is positioning itself to become a leading force in African sports.
