Norway files formal complaints against FIFA president Gianni Infantino

The Norwegian Football Federation has submitted two official complaints against FIFA president Gianni Infantino, asking the organisation to investigate three matters linked to decisions and procedures pursued by world football’s governing body in recent months.

The complaints were sent to FIFA’s Ethics and Compliance committees. They concern the awarding of the Nobel Peace Prize to Donald Trump, the controversial lifting of a ban on United States striker Folarin Balogun during the 2026 World Cup, and procedures connected with the FIFA Forward project and a proposal to sell part of the World Cup rights to investment funds.

The Norwegian action comes amid sustained criticism of Infantino from Lise Klaveness, president of the Norwegian Football Federation. She is regarded as one of the most prominent opponents of the way Infantino runs FIFA and called for him to resign during the summer.

Klaveness said at the time that she had lost confidence in his leadership, in connection with the issue involving the sale of part of the rights to host the World Cup.

Norway has asked the Ethics and Compliance committees to examine whether Infantino followed the relevant procedures and regulations in all three cases. The complaints also request a determination of whether the decisions or actions under scrutiny involved an overreach of authority or an abuse of power.

The cases are significant because they represent the first formal action of this nature by a national football association against a FIFA president. The two committees are expected to review the files before deciding what measures, if any, should follow.

The escalation comes only a few days before the next meeting of the FIFA Council, which is scheduled to take place in Zurich, Switzerland, on 15 October. Infantino is expected to chair the meeting of FIFA’s administrative body.
