Liverpool and Chelsea went into half-time level at 1-1 after a three-minute exchange of penalties in their Carabao Cup fourth-round match at Anfield on Wednesday.
Chelsea took the lead in the 40th minute when Morgan Rogers converted from the spot.
The penalty was awarded after Liverpool midfielder Ryan Gravenberch challenged Moises Caicedo.
Liverpool responded almost immediately, with Cody Gakpo equalising in the 43rd minute from another penalty.
This time, the decision followed a handball by Chelsea defender Wesley Fofana.
The two sides therefore remain level at the interval, with both goals coming from the spot in the closing stages of the first half.
Liverpool entered the match after beating Brighton 2-0 in the Premier League.
Chelsea, meanwhile, were looking to respond after suffering a surprise 2-0 defeat by Tottenham in their previous match.
