Chelsea believes the fee is too high and are negotiating for Frankfurt to lower their demand.
Hugo Ekitik last season scored 22 goals in 48 appearances and established himself as one of the lethal youngsters in Europe.
He is reportedly open to joining Chelsea this summer.
