Angolan FA introduces stricter licensing rules for Girabola clubs

The Angolan Football Federation (FAF) has announced tougher requirements for clubs seeking participation in the country’s top-flight league, Girabola, as part of efforts to improve financial stability, professionalism and overall governance within domestic football.

Under the new regulations, clubs must now provide a Kz100 million bank guarantee, an amount estimated at around US$109,000, before being granted approval to compete in the league.

The financial requirement is designed to ensure that participating teams have the necessary resources to meet their obligations throughout the season.

The new framework also demands that clubs have no outstanding debts, particularly financial commitments that could affect players, staff members or other stakeholders.

Teams will be expected to demonstrate proper financial management systems and maintain transparent administrative structures.

Beyond financial requirements, the FAF has introduced sporting and infrastructure conditions. Clubs must have functioning youth development teams and play their home matches at an approved stadium that meets required standards.

The measures represent a major push to transform Girabola into a more sustainable and professionally managed competition.

The authorities believe stronger licensing criteria will help reduce financial instability among clubs, improve accountability and create better conditions for players and supporters.

The reforms come as Angolan football continues efforts to modernise the organisation of its domestic league, with greater emphasis on club independence, commercial growth and alignment with international football standards.

The management of Girabola has also been moved towards a more club-driven model through the involvement of the National Association of Angolan Football Clubs (ANCAF), with the aim of strengthening the competition’s organisation and sustainability.

Clubs that fail to meet the new requirements risk being denied participation, as the FAF seeks to ensure that only financially and administratively prepared teams compete at the highest level of Angolan football.
