Morocco could be eligible for approximately €22.3 million in football development funding between 2027 and 2030 under a proposed €5.7 billion investment programme being considered by FIFA.

The proposal would significantly increase financial support for the governing body’s 211 member associations, alongside continental confederations and regional football organisations.

Under the plan, the Royal Moroccan Football Federation (FRMF) would be eligible to receive €22.3 million over four years, compared with the €8.9 million initially planned.

However, the proposed allocation has yet to receive final approval, meaning the funds are not guaranteed.

FIFA plans major increase in football development funding

According to documents reviewed by the Associated Press and reporting by BBC Sport, FIFA intends to more than double its football development budget for the 2027-2030 cycle.

The proposed €5.7 billion investment would represent a substantial increase from the approximately €2.4 billion previously budgeted for the period.

FIFA plans to finance part of the expanded programme through its financial reserves, which have benefited from the commercial success of the 2026 World Cup in the United States, Canada and Mexico.

The additional funding would support national and regional football projects, with particular emphasis on infrastructure, women’s football and youth development.

CAF and regional football bodies included in proposal

The proposed plan would also provide approximately €88.3 million to each of FIFA’s six continental confederations, including the Confederation of African Football (CAF).

Meanwhile, 13 regional football associations would each be eligible for around €7.4 million.

An additional support package would be made available to 100 member associations to cover travel and equipment expenses.

The proposed investment could provide further resources for African football development, depending on the final funding conditions and approval of the programme.

Morocco could benefit from investment in youth and infrastructure

For Morocco, the proposed allocation could provide additional support for the FRMF’s youth development programmes and investment in football infrastructure.

Earlier this year, FIFA expressed support for Morocco’s national talent development programme and announced plans to assist participating clubs with improvements to their training facilities.

The wider funding initiative would also prioritise women’s and youth football, while seeking to ensure that teams in these categories can access facilities financed through the programme.

The extent to which Morocco could use the proposed allocation for specific projects will depend on the conditions FIFA establishes for accessing and spending the funds.

FIFA funding plan awaits final approval

The proposal comes amid discussions about how FIFA should use its financial reserves to support football development around the world.

Earlier this year, FIFA faced criticism over a proposal to attract private investors to a new commercial subsidiary known as FIFA Forward Enterprise (FFE). The organisation abandoned the project in July.

UEFA and CONCACAF subsequently called on FIFA to use its financial reserves to increase direct support for member associations.

The latest funding proposal is expected to be examined at a FIFA Council meeting in Zurich, with its conditions and administrative requirements due to be finalised at another Council meeting in December.

Final approval would be required at the 77th FIFA Congress, scheduled for 18 March 2027 in Rabat, where FIFA President Gianni Infantino is also seeking re-election.

Until the proposal receives the necessary approval, the allocations remain provisional and do not represent guaranteed payments to national federations.
