Barcelona could be excluded from UEFA competitions for a full season if investigators establish that the club was involved, directly or indirectly, in an attempt to influence the outcome of a match.
The potential sanction is set out in Article 4 of UEFA’s regulations, according to Spanish newspaper AS. The rule gives UEFA the power to declare a club ineligible for its competitions when the information and circumstances available to the governing body indicate that the club has taken part in activity intended to manipulate or affect a match result.
That provision applies to matches played at either domestic or international level. If UEFA concludes that the conditions outlined in Article 4 have been met in the Negreira case, Barcelona could therefore be prevented from entering one of its European club competitions for one football season.
The regulations do not require a court conviction before UEFA can make such a decision. Instead, the governing body is permitted to consider any information and circumstances it regards as relevant to the case when assessing whether a club should be excluded.
UEFA may also take into account rulings issued by sporting bodies, arbitration tribunals or state courts. However, those decisions would not be binding on UEFA, which would retain the authority to reach its own conclusion based on the evidence available to it.
The rules also allow UEFA to decide against excluding a club if it believes that an earlier ruling by a sporting or judicial body concerning the same facts has already prevented that club from taking part in a UEFA competition.
Barcelona’s position will therefore depend on the conclusions reached by UEFA’s competent bodies about the evidence and circumstances under investigation. The key issue will be whether those findings satisfy the specific requirements established by Article 4.
The case centres on whether there was any direct or indirect intervention designed to influence match results. Only if UEFA determines that such activity took place, and that the regulatory conditions apply, would the one-season exclusion become a possible consequence for Barcelona.
